This is a 'rusty' water faucet that was located in Kim Jong Il's dungeon. This was slowly dripping water on Sarah's forehead (Chinese Water Torture). It's a plastic PVC pipe assembly with a faucet attached that's been painted to look old and rusty.

Here's a couple of screen shots showing Sarah being tortured by having water slowly dripped on her forehead.
The 'rust' on the faucet is actually painted there, and you can see that the spots match perfectly with the picture above.
