These are little plastic gold missiles attached to toothpicks (and they have little lights inside the red parts, though they aren't wired to use them... Must be a left-over piece from whatever these missiles really were made for.) In Team America, these are used by Kim Jong Il to indicate all the locations around the world that he has a bomb planted and ready to go off during his grand plan. These are stuck into a giant red globe of Earth seen behind him just before he starts singing 'I'm so Ronery'.
